BY-LAWS
New England Fire Apparatus Maintenance
Association
For all practical purposes, the words “Fire
Apparatus Maintenance” shall be construed to include the
following: Master Mechanic, Supervisor of Fire Apparatus,
Maintenance men, and those who maintain fire apparatus and
equipment pertaining to fire fighting.
Article 1 - Name
This organization shall be known as the New England Fire
Apparatus Maintenance Association.
Article 2 - Objectives
To cooperate in the formulation of standards for the safe
maintenance and most efficient operation of municipal fire
apparatus and all equipment used in firefighting. To
cooperate, in every possible way, with the respective heads
of our municipal fire departments.
To promote the understanding and operation of apparatus and
equipment. To collect information on these subjects for the
benefit of its members.
To promote closer technical cooperation of fire apparatus
and equipment maintenance between members and the heads of
departments for the purpose of improving efficiency.
Article 3 - Meetings
Monthly meetings shall take place on the 2nd Tuesday of each
month, except in June, when the scheduled Equipment Show and
Banquet is held, and in July and August when there shall be
no meetings. If the second Tuesday shall fall on a holiday,
the meeting shall take place on the following Tuesday.
Article 4 - Charter Membership
The members who shall join in the incorporation of this
association shall be known as charter members.
- General Membership
Section 1- General membership shall consist of the active
membership plus members that have been retired by their
respective city or town fire departments.
Active members shall consist of persons who perform and/or
supervise the duty of maintenance to fire apparatus and fire
fighting equipment in cities and towns, and/or officers of
said fire departments.
Each member shall have one (1) vote.
Section 2- Retired Active Membership
A retired active member is one who is now retired but still
attends at least three (3) monthly meetings. This member
shall continue to have a voting right as long as they are in
good standing with the association.
Retired members who do not regularly attend the monthly
meetings shall not have a voting right.
Retired members shall pay no dues.
-Corporate Membership
Anyone not directly connected with fire apparatus
maintenance such as fire department mechanics, master
mechanics, supervisors of fire apparatus etc., but who is in
the business of selling and or repairing fire apparatus,
ambulances, rescue units and the tools and equipment needed
to operate such in the fire/rescue service, may become a
“Corporate Member” of the New England Fire Apparatus
Maintenance Association by paying the necessary dues with
the application form. This membership will continue on a
yearly basis, subject to the necessary dues being paid in
full annually.
The annual fee for Corporate Membership is $100.00. Annual
dues are due on or before the March meeting. A Corporate
Membership is entitled to have up to four persons to be
listed as a member of the association.
Corporate Members will be entitled to all privileges of the
association including voting but they cannot hold an office
of the association. At no time can they use the N.E.F.A.M.A.
name for business endorsements without the consent, by vote,
of the Association.
If a company seeks more Corporate Memberships for the
corporation, additional memberships can be applied for with
a dues fee of Thirty-five dollars ($35.00) per application
applied for.
Article 5 - Dues
Annual dues will be payable to the treasurer on or before
the March meeting. The dues for each member shall be fifty
dollars ($50.00) per annum. Dues for the Secretary and
Treasurer shall be granted by the Association in payment for
service rendered.
Article 6 - Officers
Section 1 - The officers shall consist of President, First
and Second Vice-President, Secretary and Treasurer and
Public Relations. The officers shall be elected by ballot at
the annual meeting of the Association held in November. The
officers must be either an active fire department member or
a retired active fire department member. Officers shall take
office the first of January each year, and remain in office
until the candidates elected the following year replace
them. The qualifications of each prospective candidate
should be carefully analyzed.
Section 2 - A majority vote cast shall be necessary to
elect. Vacancies may be filled at a special election or by
appointment of the President.
Article 7 - Duties of Officers
Section 1 - The President shall be the presiding officer at
all meetings of the Association whenever practicable. He
shall appoint all committees unless otherwise directed by
the body. He shall perform such other duties as pertain to
the office of the President.
Section 2 - The senior Vice President shall preside in the
absence of the President.
Section 3 - The Secretary shall keep a correct and complete
record of the activities of the Association, and shall
deliver same to his successor. He shall be responsible for
all correspondence. If unable to attend a meeting of the
Association, for any cause, he shall send his records,
sufficiently in advance, so they may be read at each
meeting. All funds received by the Secretary shall be turned
over to the Treasurer for deposit.
Section 4 - The Treasurer shall receive all monies of the
Association and pay all bills approved by the Executive
Committee. He shall keep correct records of the business and
finances, submitting a report at each regular meeting. He is
authorized to pay emergency bills not exceeding twenty-five
dollars ($25.00) in advance of authorization by the
Executive Committee.
When funds exceed five hundreds dollars ($500.00), he shall
be required to furnish bond, the cost to be paid by the
Association.
The Treasurer is responsible for sending notices of all
scheduled meetings when so notified, and shall be
responsible for all monies received from members.
Section 5- The Public Relations Officer shall be responsible
for promoting the good will of the association. The Public
Relations Officer shall attend with the President, the
planning meetings of the joint Equipment Show with the
Chiefs and Vendors Associations.
Article 8 - Committees
Section 1 - The President, upon assuming office, or as soon
as practicable thereafter, shall appoint the following
committees, designating the chairman of each: Finance,
Entertainment, Membership, Technical, Nominating, and
Equipment Show & Banquet. The President shall also have the
power of appointing special committees.
Section 2 - The Executive Committee shall consist of the
officers of the Association. The Executive Committee shall
have charge of the affairs of the Association and
authorization of all expenditures. The President of the
Association shall be its chairman.
Section 3 - The Finance Committee shall consist of three (3)
members. They shall audit the books of the Treasurer at the
end of each fiscal year, and submit a written report
thereof. They shall give consideration and make
recommendations regarding the financial affairs of the
Association.
Article 9 - Amendments
Any article of the Constitution or By-Laws may be amended or
repealed by a two-thirds (2/3) vote of the members present
at a meeting of the Association. The proposed amendment
shall be submitted in writing to the Secretary and approved
as to wording and form by the Executive Committee. At least
ten (10) days notice of the proposed amendment shall be
given in the notice for the meeting.
Article 10 - Quorum
Fifteen (15) members shall constitute a quorum for the
transaction of business at any regular or special meeting of
the Association, and three (3) members shall constitute a
quorum at any meeting of the Executive Committee.
Article 11 - Admission
Any person admitted to membership in this Association shall
agree to be governed by the Constitution and By-Laws and by
any amendments or rules that may hereafter be adopted by the
Association.

Article 13 - Parliamentary Practice
All meetings of this Association shall be conducted under
“Robert’s Rules of Order” newly revised.
